Also called 'optimal tuning', quotient load-normalization, or, quotient normalization, is the act of rescaling a limiting distribution (the crypto denominator) so that the p/q ratio is normal when perturbations to the system are factored.

Quotient load-normalization implies that juking is time complexity-agnostic at the point where hyper-/crypto- are in equilibrium (= 1).
